The medal features detailed embossing with a shield, eagle, laurel wreath, and a red heart at center. The ribbon reads:
“Convention County Commissioners of Pennsylvania – Allentown – 1928”.
Back of medal is maker-marked: Whitehead & Hoag Co., Newark, NJ, a famous American badge and medal manufacturer active in the late 19th and early 20th centuries.
